Meet Stefan San Miguel

TeachCentive was founded by Stefan San Miguel, who served as Alief ISD’s TIA Project Manager and Strategic Compensation Lead. He was the sole manager of the district’s TIA program for roughly 2,000–2,600+ teachers across 46 campuses and about 36,000 students.


As TIA Project Manager, Stefan led system design, implementation, validation, TEA submissions, data reporting, dashboards, compensation modeling, teacher communications, and stakeholder engagement across the district.


During his tenure, Stefan increased designated teachers from 73 to 661 — a designation rate increase from 3% to 34% — grew annual TIA allotments from about $560,000 to over $8 million, and reduced local designation costs by roughly $300,000.


He holds a Texas Principal Certification (EC-12), an M.Ed. in Educational Leadership from UT Arlington, and Texas Teacher Certifications in Mathematics/Physics with an ESL Supplemental certification. Stefan has presented at the Texas TIA Conference in consecutive years and helps districts build systems that recognize exceptional educators, strengthen retention, and improve student outcomes.

Stefan San Miguel is the founder of TeachCentive and a Texas-certified teacher and principal with more than 15 years of experience in mathematics instruction, educational leadership, strategic compensation, and Teacher Incentive Allotment (TIA) implementation.


After serving as a math teacher, department chair, and campus TIA ambassador, Stefan transitioned into district leadership where he became the TIA Project Manager for Alief ISD.


As TIA Project Manager, Stefan managed all aspects of the district’s TIA program, supporting more than 2,000 teachers and approximately 36,000 students. He led system design, implementation, validation, TEA submissions, data reporting, dashboards, compensation modeling, teacher communications, and stakeholder engagement across the district.


Under Stefan’s leadership, Alief ISD expanded designated teachers from 73 to 661 and increased annual TIA allotments from approximately $560,000 to more than $8.3 million while strengthening district-wide support, transparency, and program sustainability.

Beyond the Designation: Using TIA Tools and District Dashboards to Analyze Data

This session walks participants through how districts can move beyond basic reporting and use Teacher Incentive Allotment (TIA) data as a tool for strategic decision-making. Participants explore how to analyze TIA data using existing TEA tools to identify patterns, trends, and gaps across campuses, content areas, and designation levels. The session concludes with a live demonstration of how Alief ISD builds, displays, and shares TIA data using an interactive Google Looker dashboard.

This session highlighted the communication and stakeholder engagement framework implemented in Alief ISD to increase educator understanding, participation, and support for TIA. The presentation included examples of district communications, engagement strategies, recognition programs, and implementation resources that contributed to the growth of the district’s TIA program.
